Subj: NAVAL JUNIOR RESERVE OFFICER TRAINING CORPS (NJROTC) J. P.
TARAVELLA (JPT) CADET
EVALUATION PROGRAM

1. Purpose. To publish enclosure (1) along with guidelines for its use within the unit.
2. Background. The unique nature of the Naval Junior Reserve Officer Training Corps (NJROTC) program provides ample leadership opportunities for participating cadets. With continuing educational emphasis placed on character education and school-to-work training, the NJROTC program provides cadets the chance to constantly evaluate their individual and collective performance similar to workplace evaluation.
3. Applicability. The provisions of this instruction apply to all cadets enrolled in the Naval Junior Reserve Officer Training Corps program at J. P. Taravella High School.
4. Policy. The evaluation program established in this instruction will be used to determine individual cadet eligibility for advancement, competitive teams, and unit awards/citations. Evaluation reports may be used by the Naval Science Instructors to evaluate the reporters written communication skills as they apply to short answer FCAT questions. Otherwise, the evaluation reports will not be used for establishing grades. While the evaluation report itself is not a basis for grades, unit personnel are advised that factors evaluated are used by Naval Science Instructors when establishing grades as outlined in the unit Standars of Performance (SOP).
5. Responsibilities. Enclosure (1) will be used to evaluate cadet performance as follows:
a. Squad Leaders will evaluate cadets assigned to their squads on the last school day of each month. The evaluation will cover that month (e.g. Octobers evaluation of squad members will be due October 31 and cover the period 01 October to 31 October).
b. Platoon Leaders will evaluate Squad Leaders assigned to their platoon on the first day of each month. The evaluation will cover the previous month (e.g. Octobers evaluation of platoon leaders will be due 01 November and cover the period 01 October to 31 October).
c. The Executive Officer will evaluate unit staff officers and drill team leaders. The evaluations will be made monthly as described in paragraph 4.a. above.
d. All reporting personnel will submit their reports through the chain of command to be received by the Unit Commanding Officer within five (05) school days of their due date (e.g. Squad Leaders would submit their reports on assigned personnel through their respective Platoon Leaders, to the XO, who would pass them to the CO no later than 05 November).
e. The Commanding Officer will evaluate the XO and the Naval Science Instructors will evaluate the unit CO once each thirty-day period.
6. Procedures. Enclosure (1) is self-explanatory. Each block of the report should contain information. Where specific information is not pertinent to the report, the reporting cadet should annotate the report with the words not applicable. Under each evaluation category, the reporting cadet should indicate the level of performance maintained by the reportee over the thirty-day period. Advancement recommendations and evaluator comments are manditory for all categories marked with an asterisk (*). The reviewing officers comments will be completed as follows:
a. Platoon Leaders will comment on reports submitted by Squad Leaders (squad personnel).
b. The XO will comment on reports submitted by Platoon Leaders (squad leaders).
c. The CO will comment on reports submitted by the XO (staff and team leaders).
