Frank ( Jon Stevens ), his gang and Miss Frost ( Rebecca Gibney ) had devised a plan to shut down Al's Diner. In order to do that, Frank and his gang were constantly causing trouble in the Diner, and eventually this was brought to the attention of City Hall. A representative of City Hall, Miss Frost, who happens to be an ex girlfriend of Fonzie's ( Craig McLachlan ) was to serve an illegal notice to Al ( Doug Parkinson ) to inform him of the closure of his restaurant, due to a violation of health regulations. In doing so, Miss Frost, tries to seduce the Fonz into helping her with her plan, by turning on her charm and taking advantage of Fonzie's feelings towards her.
Hearing that the diner was to close, Richie Cunningham ( Darren Coggan ), his sister Joanie ( Pippa Grandison ), Potsie Webber ( Matt Hetherington ), Ralph Malph ( Craig Ilot ) and Mr and Mrs Cunningham ( Max Gillies and Wendy Hughes ) all come together to help save the diner, and organise a petition to pass around to show peoples support for Al, when the Fonz comes up with the idea of a concert. With acts such as The Naturals ( Human Nature ) it was a sure thing to ensure the Diner's survival.
There were problems for Frank and Miss Frost. Frank's girlfriend Laura ( Jo Beth Taylor ) develops a crush on Richie and spills the beans about their plans, and it is up to the Fonz to break into City Hall, and steal the incriminating documents from Miss Frost's office. The Fonz saves the day, Al's Diner remains open, while Frank and Miss Frost look forward to serving time in prison.
