A group of 30 pro-life/family organizations including HLI's affiliates in El Salvador and Nicaragua; as well as organizations in Guatemala, Costa Rica, Honduras and Nicaragua; placed an add in a newspaper in El Salvador, on the ocassion of President Bush's visit to that country. The text follows:
Most Esteemed President of the United States of America, Mr. George W. Bush:
Welcome to Central America!
On the occasion of your visit here, the pro-life groups of Central America would like to take this opportunity to publicly thank you for your unwaivering support and recognition of the right to life, which every human being possesses from the moment of conception to natural death.
In like manner, we applaud your declaration of a reality that the preceeding administration always managed to obscure: that the so-called "safe sex" campaign, which is considered by some to be the only "realistic" way to stop the spread of AIDS, has been a dismal failure. We congratulate you for promising to commit more public funding for educational campaigns that instead promote sexual abstinence among students. We are grateful for your application of policies that will no longer promote abortion legalization in countries such as ours; using tax dollars collected from many American citizens who oppose abortion.
By virtue of these actions, we would like to outline the following:
1. In the last several decades our countries have been pressured to reduce the size of our populations to dangerous proportions, using poverty as an excuse. The United States Agency for International Development (USAID), in collusion with European and Asian countries, certain United Nations (UN) agencies, and with both national and foreign nongovernmental organizations (NGOs) have imposed population control quotas and parameters on our nations.
2. Using the threat of the spread of AIDS/HIV as an excuse, the USAID, in spite of the disastrous results in other developed countries, has financed and promoted ineffective sex education programs which merely served to pervert the mentality and the sexual behavior of the people of Central America, especially of our youth. These programs viciously attack our cultural identity and ridicule our moral and spiritual principles as they simultaneously promote homosexuality, prostitution, promiscuity, sexual addictions, and the deceptive and irresponsible use of immoral methods such as the condom and other dangerous contraceptives among our children and adolescents.
We have been amazed to observe that in spite of the promotion of the moral and family values that you promote, the USAID continues to implement the policies of the previous administration. Mr. President, we agree with your stance that other more civilized methods exist to combat the spread of AIDS/HIV that educate the population, respecting the dignity of all the people.
3. It is our hope that the same effort used by American aid to promote "safe sex" campaigns, abortion and homosexuality, (among others) in our countries; will be exerted to rectify the harm done and to promote those ideals on which you stand. It is our position that any American economic aid delivered to our countries must be directed to economic, social and moral development and not to promote irresponsible behavior that each and every day generates more sexual violations, abuses and aggressions, maltreatment of women and resultant deaths; as well as the moral, spiritual and intellectual deterioration which grows more and more painful and costly. We also hope that your leadership and your personal convictions will, in a positive and more substantive manner, continue to change the foreign policy of the United States of America towards our countries, especially in regards to the aforementioned programs. What is harmful to the children of North America, is also harmful to the children of Central America. Our problem is not overpopulation, but lack of adequate education, potable water, sewage systems, and basic health programs that truly promote integral development, thus developing human resources, hope and opportunities for progress. We are sure we can count on your unconditional support in solving these problems, because you have clearly demonstrated your respect for the dignity of the human person. It is a joy and an honor to receive you in our countries and we hope that your visit here will be of mututal benefit.
