I-995, Wilmington, DE to Reading, PA

I-995 is a northern extention of currently existing DE-1 from its northern terminus with
I-95 to Reading, PA.  This was formerly known as fictional DE-1 in Delaware, and fictional
PA-801 in Pennsylvania.  The reason for the change from state highways to interstate is
because eventually I'm going to have a fictional I-87 running along the DE-1 freeway.  Due
to the fact that the entire DE-1 freeway will be part of my fictional freeway network, I
figured why not make DE-1's extension part of the fictional interstate freeway network.

The reason for picking 995 (as opposed to 195, 395, 595, or 795) is because the southern
endpoint to fictional I-995 is just south of Wilmington, home to 99.5, WJBR
