The Format The teams played two games at home and away. The aggregate score(score in the middle) defined the winner. Tie-breaker rule: 1 - Away goal rule 2 - Penalty-kicks No seeding done. UIC is open to the teams which did not get an entry to the other UEFA Cups. The league standings of each country is used to determine the teams. This cup is limited with 60 teams. 16 countries send two teams, and 28 countries send one to UIC. The countries ranked 45 to 51 do not send any. At the completion of UIC, there will be three champions which are awarded a free entry to the UEFA Cup First Round. The teams were selected according to the 1991-1996 UEFA Country Rankings. Two teams from the first eight countries and one team from the next four countries are seeded as bye for the First Round of UIC. One team from the first eight countries are seeded as bye for the Second Round. No seeding is done for the Third Round, Semi-finals or the Finals. For the 1998 UIC, Liechtenstein was not eligible since they do not have a league, Andorra, Bosnia, and San Marino were not eleigible since they do not have a ranking in the 1995-1996 rankings. Albania was not allowed to enter. Scotland and Moldova declined their entries. They are replaced with teams from Estonia, Yugoslavia, and Azerbaijan. England and Portugal declined one of their two entries. These entries were given to Norway and Hungary as second entries.
