The Format The teams played two games at home and away. The aggregate score(score in the middle) defined the winner. Tie-breaker rule: 1 - Away goal rule 2 - Penalty-kicks 85 teams were ranked according to the 1992-1997 five-year country rankings at the beginning. The last 40 teams started the 1st Qualifying Round. 20 teams were eliminated. The next 20 teams joined the 2nd Qualifying Round. 20 more teams eliminated. The seeding for the Qualifying Rounds were done using the country rankings. The last 25 teams, 3 UIC champions, and 16 teams from UCL joined the 20 QR winners at Round 1. Starting with the Round 1, the seeding was done using the 1993-1998 five-year team rankings. No seeding done after Round 2. Final was played as one game play-off in a pre-determined city.
