1998-1999 STANDARD PENALTIES

1. FIGHTING: (Engaging in combat with an opponent,
colleague or spectator by means of mutually exchanged blows delivered by hand, head, fist, or other portion of the body).
2. AGGRESSION: Engaging in combat with an opponent, colleague, or spectator (as in fighting) in which the other party does not take part by returning blows.
3. ASSAULT: Striking an opponent, colleague or spectator or official with any object (rock, stick, etc.) which could be expected to result in serious injury.
4. Deliberately pushing, striking, kicking, or attempting to push, strike or kick a referee or linesman.
5. Intentionally throwing an object at an opponent, colleague, or spectator. In the event that such object strikes the target, the player could be charged with assault.
6. The throwing of objects at a referee or linesman.
7. Spitting at or on a player or spectator.
8. Spitting at or on a referee or linesman.
9. Verbal threat of bodily harm or property damage delivered to an opponent, colleague, or spectator.
10. Verbal threat delivered to a referee or linesman.
11. Gesturing or signaling obscenely or the use of profane language toward an opponent, colleague, or spectator.

EXPULSION FROM THE GAME, SUSPENSION
A player or team official who has been ordered from the field of play or from the sidelines by the referee for violent conduct, serious foul play, the use of foul or abusive language, or for persistent misconduct after having received a caution shall automatically incur the penalty or penalties for the given offense as stipulated in the following chapter rules. The referee’s game report shall automatically initiate the action again the offending individual however, GRIEVANCE COMMITTEE shall be required to notify the League Representative or coach of the penalized team of receipt of the referee’s game report and suspension of the player or team official prior to the next regular scheduled game. Notification by telephone shall be considered adequate. In the event that the player or coach’s pass of the offending individual is not received by the chairman of the GRIEVANCE COMMITTEE, the coach of the offending team shall be required to forward such pass by mail immediately. Such pass shall be returned to the coach of the offending team immediately following conclusion of the suspension. In the event that insufficient time exist for the pass to reach the coach prior to The next regular schedule game following the conclusion of the suspension it shall be the responsibility of that coach to procure the pass. An individual under suspension, shall not, during the period of suspension participate in any game under the jurisdiction of the GLOUCESTER COUNTY SOCCER LEAGUE or any of its affiliated associations. A player, while under suspension, shall not be released by his/her club. A team official, while under suspension, shall not change his/her club affiliation. All periods of suspension shall run continuously. Game suspension in effect at the termination of one playing season or registration year shall remain in effect, even into the following playing season or registration year, until the full period of the suspension has been satisfied. Post-season games and tournament games, unless officially sanctioned shall not be used to satisfy the period of suspension resulting from such an infraction. PENALTIES (A) USE OF INELIGIBLE PLAYER A club which, without league sanction, fields player ineligible because of in proper or non-registration shall suffer forfeiture of games plus a fine of $20.00 (twenty) per ineligible player per game for the first offense and $40.00 (forty) per ineligible per game for the second offense or more during a given registration year. A club or team wich fields a suspended player shall suffer forfeiture of game plus a fine of $50.00 (fifty) per ineligible player per game. coaches guilty of the above infraction will be suspended at the discretion of the GLOUCESTER COUNTY SOCCER LEAGUE EXECUTIVE BOARD. A player, who during given registration year, registers to play for a second club without first having obtained a release from the first club shall be suspended for 4 (four) games. (B) EJECTIONS FOR VIOLENT CONDUCT Players sent off the violent conduct shall automatically suffer the suspension listed in the TABLE OF STANDARD PENALTIES OF VIOLENT CONDUCT for the first offense during any one registration season. Suspension will be doubled for the second offense I nay one registration season. (C) EJECTION FOR SERIOUS FOUL PLAY Serious foul play shall be understood to be characterized by fouls, as defined in LAW XII of the LAWS OF THE GAME, of an aggravated nature committed with such fervor as to threaten the opponent with serious physical harm. Any player sent off for serious foul play shall automatically suffer 2 (two) game suspension for the first offense and a 4 (four) game suspension for the subsequent offenses during any one registration year. (D) EJECTION FOR PERSISTENT MISCONDUCT Player sent off after first having received a caution for persistent misconduct or dissent shall automatically suffer a 1 (one) game suspension for the first offense, a 2 (two) game suspension for the second offense and a 1 (one) year suspension for the third offense. (E) ACCUMULATION OF CAUTIONS A player or team official who, in any given registration year, accumulates 3 (three) individual cautions shall be suspended for 1 (one) game. A second accumulation of 3 (three) individual cautions within the same registration year shall result in an additional suspension of 2 (two) games,. Further misconduct on the part of the same individual shall be sufficient cause for the GRIEVANCE COMMITTEE to consider additional penalties of increase severity. In each case, action against the individual is automatically initiated by the referee’s game report. (F) CONDUCT DETRIMENTAL TO THE GOOD AND WELFARE OF THE GAME Any player or team official or club officer, who conduct is considered to be detrimental to the good and welfare of the game is subject to suspension as determined by the EXECUTIVE BOARD OF THE GLOUCESTER COUNTY SOCCER LEAGUE. |
