You need the Cut HM before you can fight Surge. Get it on the
SS Anne from the Captain. To get on the SS Anne, get a ticket
from Bill the POKeMANIAC, who's house is north of Cerulean.
You can get the Old Rod in the house to the left of the POKeCENTER.
You can trade a Spearow for a Farfetch'd in the house that's
west of the POKeMART.
You can get a Bike Voucher (Trade in at Cerulean Bike shop for
a free Bike) in the POKeMON Fan Club in Vermilion. Just talk to
the President, and he/she will give you a Bike Voucher after telling
you about his/her Rapidash!
Be sure to get Flash by going into Diglett's
Cave, which is just a little west of Vermilion.
Once you've gotten Cut, Flash and beaten Lt. Surge, head back
to Cerulean City via Route
5&6!
Later, you can head father east of Vermilion to Route
11, which leads to Route 12,
and also Routes 13,14&15.
