Cerulean City through Rock Tunnel to Lavender Town

Later, when you get surf, go to the patch of grass on Route 9, north of the Rock Tunnel. Right above that, you can surf. Surf to the right, then down and around. This is the power plant, home of lots of Electric POKeMON, including Zapdos, one of the Legendary Birds.

After healing up in the POKeCENTER, head into the Rock Tunnel. Make sure you've got Flash, though, or it's gona be a hard trip. ^_^

After you get out the other end of the Rock Tunnel, head into Lavender Town!
