 You
need to check out the POkeMON HQ before the old will move
in Viridian. The thing is, Gary is there to "greet"
you! Be sure that you've got at least a few POKeMON, as
he'll beat you if you've only got yer starter!
If you really want to beat Gary, you'll need your starting
POKeMON up to at least 9th level. Have him beat the Pidgey,
and weaken Gary's other POKeMON (The one that you fought
before). Then, use another POKeMON (Nidoran, Pidgey, Rattata)
to finish off the second POKeMON.
Once you've dispatched Gary, head back to Viridian
City, where the old man will now be gone.
