RECORD OF THE TALKS WITH THE BELGRADE REPRESENTATIVES OF THE UN COMMISSARIAT FOR REFUGEES ON NOVEMBER 11, 1992

 

On November 11, 1992 the representatives of the Democratic Community of the Hungarians of Vojvodina met Judith Cumin and Laurens Jolles, the Belgrade representatives of the UN Commissariat for Refugees in the headquarters of the Provincial Executive Council in Novi Sad. The talks were held upon the initiative of the Commissariat by the mediation of the Federal Ministry of Minorities.

Ms Kumin insisted that the talks should not get any publicity in the press. She said that they wrould like to talk about the location of the perspective refugee-accommodations financed by UN funds. They would build new settlements in the following six communities of Vojvodina: Subotica, Kanjiža, Senta, Bačka Topola, Beočin and Kovin.

The representatives of the Democratic Community of the Hungarians of Vojvodina energetically protested against the investments in settlements with Hungarian majorities by adding that the fifth location (Kovin) should be precisely specified because Skorenovac, the southernest compact Hungarian community is there. They warned that in this case not the number of accommodated people is the problem, but the fact that these settlements would be financed by the UN and the Serbian government would have an excuse for further colonizati on of the Hungarian territories with reference to the action financially supported by the UN. They repeated that as a consequence of such actions, the possibilities of atrocities against the Hungarian population cannot be ruled out and it would lead to a new refugee problem. They illustrated they statement by giving examples of Hungarians who were superseded from their jobs by refugees.

It seems that Ms Kumin has fully agreed with the Belgrade aspirations. Presumably she needed a talk with the representatives of the Democratic Community of the Hungarians of Vojvodina to get a kind of conditional agreement from them. The representatives of the Democratic Community of the Hungarians of Vojvodina have warned about the great pressure upon the organs of the local governments, thus their possible agreement might be explained by that pressure. They offered Ms Kumin further cooperation.
