The DOWNLOAD file is the following file...

font1.ttf

.

Download and unzip to your Windows fonts folder

Open PSP

Open a new file

Width: 400

Height: 200

Background Color: Black

Set your foreground color to a very bright color and your background color to white. I picked red. Click the text tool and pick a large round type font. I'm using Background Font 2, bold, size 36. Make sure Antialias & Floating is checked. Put your text in the middle. Go to SELECTIONS>SELECT NONE. Go to IMAGE>OTHER>DILATE, 4 times. Go to IMAGE>BLUR>BLUR MORE and it looks like this...

Now pick a lighter shade of your first color as your foreground color. Now lay the same text. Make sure it's in the middle like this...

Go to IMAGE>EFFECTS>CUTOUT use these settings...

do NOT select "Fill Interior With Color",

Shadow color: White

Opacity: 100

Blur: 10

Vertical: 5

Horizontal: 5

Now go to IMAGE>EFFECTS>CUT OUT now here is where we will vary alittle. Where it says Shadow color you need to use the first color you used on your text. If it's not listed then you need to make it your background color and where it says Shadow Color pick Background color. Use these settings...

Do NOT select "Fill Interior With Color"

Shadow color should be the color you used first. Mine's Red.

Opacity: 100

Blur: 10

Vertical: -5

Horizontal: -5

Now you need to click the arrow beside your color boxes to switch the colors. Go to IMAGE>OTHER>HOT WAX COATING. Now I cropped, added a white border and buttonized and it looks like this...
