A: There are alot of different websites that can help you learn, such as: HTML Goodies, Webmonkey (don't laugh), Draac, and others.

Q: Which domain should I use?
A: It really depends on what works best for you. If you were a beginner and you didn't know HTML, something like Expage would probably be good for you. If you were more advanced, however, something like Geocities would be good.
