Be well rounded. Don't have too many images and not enough content.
DO NOT STEAL OTHER PEOPLES' ARTWORK! This goes especially for people who ask you not to take their artwork. It is rude, and a bad form of theft. Don't do it.
Use HTML. It's pretty hard to make a good website if you don't learn just a little bit of HTML.
If you're using Angelfire for your site, don't take advantage of the Basic Editor. It makes your page look cheap, and no one will stay for long.
Have a unique title for your page.
CHECK YOUR LINKS AND IMAGES! When you're finished with a section of your site, check all of your links and images. If you find a broken link and/or image, fix it immediately. No one likes a page with lots of broken links and images.
Make sure to notify your visitors every time you update your site. Then they'll know when you've added something new.
Don't give out passwords or other personal information.
When you choose tools (polls, guestbooks, message boards, etc) make sure you have control over what is put in them in case someone decides to get vulgar.
