Quebecor World granted creditor protection

Financially troubled printing giant Quebecor World Inc. on Monday obtained creditor protection in Quebec.

The company said the filing was a result of tough industry conditions — especially in Europe — and its failure to raise new capital. A creditor protection filing was also expected to be approved in New York on Tuesday. Investors sent the stock down 17 cents to a finish of 16.5 cents on the TSX. The stock is now worth a fraction of its one-year high of $17.25, which was reached last February

Investors remain worried about the state of the US economy

Global stock markets have tumbled, with European indexes heading for their worst day in four years, amid growing fears of a recession in the US . London 's FTSE 100 index fell 3.6% to 5685.2, in Paris the Cac-40 fell 6.7%, and Frankfurt 's Dax dropped 5.4%. Tokyo 's Nikkei 225 index slid by 3.9% to its lowest close since October 2005, while India 's Sensex shed 7.4%. Investors have taken little comfort from emergency measures proposed by President George W Bush on Friday. US markets have closed for a public holiday on Monday and will re-open on Tuesday.

US BORDER PATROL ARREST FAKE CANADIAN DOCTOR WANTED IN FLORIDA

CHAMPLAIN , NY – U.S. Customs and Border Protection (CBP) announced the arrest of a Canadian citizen wanted in Florida on charges of grand theft and practicing medicine without a license. On January 17, 2007, CBP officers encountered Joseph Gerard Otis, a 63 year-old Canadian citizen from Montreal, Quebec, as he applied for admission into the United States at the Champlain, New York border crossing. Otis advised the primary CBP officer that he was enroute to vacation in Orlando , Florida . Primary record checks revealed that Otis was the subject of an active nation-wide felony warrant issued in October of 1986 by the Broward County ( Florida ) Sheriff’s Department. The warrant stems from a 1986 arrest and charges Otis with grand theft, practicing medicine without a license and use of title doctor without a license. Otis was immediately taken into custody by CBP officers. Fingerprint verification by CBP officers confirmed Otis’ identity.  Officers then verified the validity of the warrant and confirmed extradition. Otis was arrested without incident and turned over to the custody of the New York State Troopers pending extradition to Florida .  “This apprehension was the result of CBP’s increased use of name inquiries during primary inspections at land border crossings, as well as CBP officers due diligence in apprehending wanted criminals” stated James T. Engleman, CBP Director of Field Operations for the Buffalo Field Office. U.S. Customs and Border Protection (CBP) is the unified border agency within the Department of Homeland Security responsible for  the management, control, and protection of our Nation's borders at and between the official ports of entry. CBP is charged with keeping terrorists and terrorist weapons out of the country while enforcing hundreds of U.S. laws. The rights of a Montreal man accused of being a terrorist override journalists' privilege to protect their sources, according to a Federal Court ruling issued Friday. Two journalists, who alleged Montreal resident Adil Charkaoui was part of a plot to hijack a plane, will have to answer questions under oath about their secret source who provided classified information used in a newspaper report, Judge Simon Noël wrote in his highly anticipated ruling.

CANADA PUTS US ON 'TORTURE LIST'

The United States has been listed as a country where prisoners are at risk of torture in a training document produced by the Canadian foreign ministry. It also classifies some US interrogation techniques as torture. The manual - part of a training course on torture awareness for diplomats - also includes Israel , China , Iran and Afghanistan on its watch list. A government spokesman said  

FORMER NAZI SS GUARD  MICHAEL SEIFER'S IMMEDIATE EXTRADITION  IS FINAL:  SUPREME COURT

Toronto-Canadian Jewish Congress (CJC) welcomes today's announcement that the Supreme Court of Canada has denied an appeal for a hearing and upheld the extradition of Michael Seifert. Seifert worked as an SS guard at Nazi transit camps in Bolzano and Fossoli di Carpi in Italy from 1944-1945.  In November, 2000 an Italian military court convicted him and imposed a life sentence in abstentia for the torture and murder of 11 civilians, including Italian nationals, while serving in this capacity.  Italian authorities subsequently filed an extradition request with their Canadian counterparts for his return. "With today's decision, Seifert's extensive access to due process in Canada 's legal system with respect to his extradition case has come to an end," stated Keith Landy, Chair of the CJC war crimes committee.  "The Supreme Court of Canada found no compelling need to review the findings of the lower courts which assessed the evidence against Seifert and supported his extradition." Landy is now calling on the Canadian government to move quickly and begin the extradition process on Michael Seifert. " Canada is ill-served having this man living amongst us and we now strongly urge the federal government to honor Italy 's extradition request and immediately send the 'Beast of Bolzano' back to his home to face the justice he has so long evaded." Landy also urged the federal government to take this opportunity to deal with the remaining cases of denaturalization and deportation dealing with Nazi era defendants.
