Luis Cardinal(a.k.a. Hispanic Man)

He murdered Scully's sister, Melissa, by shooting her in the head, which was an order that he would kill Scully, but accidentally shot Melissa instead. He also shot Skinner, which lead Scully to get him and put him away.

He was the government assassin who killed Deep Throat, but eventually ends up getting killed by the Graham County Sheriff.

The Elder (a.k.a. The First Elder)

He's a large guy with a very soft, sandy voice. He looks italian, so could probably be italian. He has great, perfect teeth (have you checked them out?!). He seems to be the leader of the Syndicate, until Strughold came. He apperently is Strughold's second-in-command, by taking care of problems(himself, if he has to), and seems to bring things back to order. Scully has met him. She met him when he showed her a boxcar. He also told her about the experiments on humans in boxcars across the country.

Gray-Haired Man
Played by: Morris Panych

He plays the Gray-Haired Man. The Gray-Haired Man is the one who usually is sent out to kill people working against the Syndicate, specifically with CSM. He's the guy who tries to frame Skinner and causes his wife's accident ("Avatar"). He is one of the people responsible for Kurt Crawford's death. He killed X and shoots at Mulder at the Center for Reproductive Medicine.

Dr. Ishimari

He's alias is Dr. Zama. He's a Japanese doctor who supposedly died in 1965 but Scully recognized him as one of the doctors who was there and part of her abduction.

Dr. Alvin Kurtzweil
Played by: Martin Landau

He worked and was possibly a colleague of Mulder's father, and appears in an old family photo, at a family barbecue. Kurtzweil lives at Dupont Circle in Washington DC. Since he knew the whole truth surrounding the conspiracy to conceal alien life on Earth, he served Mulder with mutiple informations and this knowledge also made him a target of the government. He is probably killed by WMM's driver, and stuffed into the trunk of WMM's car.

Scott Ostelhoff

He was the guy who "lived" in the apartment right above Mulders'. He spyed on Mulder through the ceiling and was funded, partly, by the DOD and by Rough Technologies. He was making reports to the F.B.I., later found out as Section Chief Blevins. Mulder killed Scott and made it seem as though it was his own.

Red-Haired Man

He is the killer with the wire on the train with Mulder. He later dies in the bomb, already having been shot by X. He also doesn't have red hair, so I have no idea why we call him the "red-haired man".

Conrad Strughold
Played by: Armin Mueller-Stahl

Conrad Strughold is a German industrialist who lives in Tunisia. Introduced to us and seen only in the movie, Conrad Strughold is the leader of the Syndicate and maybe even the most powerful man of the world. He controls the Syndicate and what they do and also is in charge of the whole colonization plans.

He was the assassin of CSM, but failed to kill him. Then he, himself, got killed when taking Cassandra Spender to an alien "lighthouse".
