There are quite a few people out there who believe that GoldenEye 64 for the Nintendo 64 was the first James Bond based Video Game. While GoldenEye 64 holds the crown for the best James Bond game, it can't claim to be the first. There were actually quite a few video games featuring our favorite secret agent that date back to the old Atari systems of the early eightes. A View to a Kill and The Living Daylights had their own Commodore games, The Duel starring Timothy Dalton as Bond and featuring characters like Jaws and Odd Job was available for the Sega Genesis, and Goldfinger and A View to a Kill were made into text adventure computer games by future Bond author Raymond Benson.
But "James Bond in Octopussy" made by Parker Brothers for the Atrai 2600 system predates all of the aformentioned, and may be (or may not be) the first 007 video game. 20 years later information on this game in very hard to find, even on the internet, but Intellivision lives has some useful info on the never release Intellivision thats worth repeating here...

DEVELOPMENT HISTORY: Although the game came out for Atari 2600, the Intellivision version was never released. The packaging for the released Atari version varies from the shown Intellivision mockup. The artwork is different and "as seen in Octopussy" is added under the title.
