This is SBU. SBU owns Bolivar and makes sure that Bolivar residents stay perpetually bored due to the lack of their alchohol, weapons and adult enternainment. But that's good, because everyone will be peaceful and uncorrupted.
This map shows the area of Bolivar owned by SBU with a purple outline. There is a small plot of land to the Northeast which was not purchased however, and is used for throwing wild parties in the wee hours of the morning.
