My understanding of government is that it is a practical matter. It is a structure created by citizen to improve and manage their lives to meet common, basic needs. Holding office is not something to be done for egocentric reasons or to use government for self-serving ends orpersonal gain.

As times change, which they always do, government also can change to meet the needs of the time.

The entire

Government certainly should not be the "tail wagging the dog" - see the comedy "Wag the Dog" starring Dustin Hoffman. Government can become farcical and outdated when it fails to adapt and develop to meet the actual needs of citizens.

I am in favor of government that complies with these principles.
