When the Justice League's satellite headquarters was destroyed in battle, it appeared the team had reached its nadir. Aquaman, realizing their personal obligations had many individual members unable to commit to the League full-time, exercised his right as acting chairman to disband the team. He then brought the Justice League back "down to Earth" - specifically, to Detroit, where he and veteran Leaguers Zatanna, Elongated Man and the Martian Manhunter added new blood to the roster. For a brief period, Gypsy, Steel, Vibe and Vixen would do this new League justice, until the tragic deaths of Vibe and Steel prompted the team's dissolution.
