Ew, what is this creepy thing? It's a Witch Engine from Magic the Gathering card game, Urza's expansion I think. It recently won first place in FigureRealm.com's Halloween contest! The skull-head is sculpted from scratch, the body is a Cyber Violator turned upside down, MIB Edgar's legs, and the back fins from a godzilla hand-puppet. I added sections from a black feather boa and painted the whole thing up with a greasy, oily, undead-tech look. I still have this piece in my collection too, I'm not sure if anyone would have intrest in it and it's been with me for a while.
