The Maryland School Assessment (MSA) replaces the Maryland School Performance Assessment Program (MSPAP). In response to requirements of No Child Left Behind (NCLB) federal mandates, it provides national norm-referenced and Maryland criterion-referenced data. The norm-referenced items will provide national percentile ranks to describe how well a student performed in reading and mathematics compared to his/her peers nationally. The criterion-referenced items will provide proficiency scores (expressed as Basic, Proficient, or Advanced proficiency level) to describe how well a student has mastered the reading and mathematics content specified in the Maryland Content Standards. Determines if student has demonstrated mastery of the Maryland Content Standards. This state test will be administered to all students in H.S.A. courses. (In Math they are Algebra I and Geometry) It is currently required that all students TAKE the exam to graduate. Requirements on PASSING the exams will be decided during the summer of 2003.
These tests assess minimum competency skills in reading, math, and writing. Passing these tests is a requirement to receive a Maryland high school diploma. MCPS students take reading and math in Grade 7, and writing in Grade 8. Students have several yearly opportunities to pass these tests. Individual student scores are reported to parents on each test. The test is based on the following seven domains:
number concepts, whole number operations, mixed number/fraction operations,
decimal operations, measurement, using data, problem solving
