Actually, in theory this should work, unfortunately, NCAC staff is overworked and often does not forward the needed information to the Merit Badge Dean.
Eagle recommendations are made by the Patuxent Advancement Chairman. The Merit Badge Dean works for him. When an Eagle application is received, the Advancement Chairman checks with the Dean to make sure that the badges are valid, i.e. the scout has been counseled by a registered Merit Badge Counselor. If the counselor of record on the boy's Eagle application is not on the Patuxent list, then the badge may be invalidated. Don't let this happen to the scouts that you counsel.
