Here is a complete PSI list for EarthBound.
OFFENSIVE PSI ATTACKS
PSI "Special"
This PSI attack can only be used by Ness.
Alpha costs 10 PP and is one of the earliest PSI attacks Ness learns. This attack can do between 40 and 120 damage. It also attacks all enemies on screen.
Beta costs 14 PP and is the upgrade to Alpha. This attack also attacks all enemies, and can do between 90 and 270 to the enemies.
Gamma costs a whopping 40 PP but is very powerful. It can do between 160 and 480 damage. Also attacks all enemies.
Omega is Ness's ultimate attack. It costs 98 PP and can do between 320 and 960 damage. Very strong.
PSI Fire
This PSI attack can be used by Paula.
Alpha costs 6 PP and can attack all enemies in a single row. It can do between 60 and 100 damage.
Beta is twice as strong, and also costs twice as much PP. It also attacks all enemies in a single row, and can do between 120 to 200 damage.
Gamma costs 20 PP and does about 180 to 300 damage to all enemies in a single row.
Omega costs 42 PP. It can do between 240 to 400 damage to all enemies in a single row. Very effective.
PSI Freeze
This PSI attack can only be used by Paula and Poo. Poo learns all Freeze attacks but Omega.
Alpha costs a low amount of 4 PP. It attacks one enemy, and does between 135 and 225 damage. Very good attack early on. All Freeze attacks may solidify an enemy.
Beta costs a little more than half with a cost of 9 PP. It does about 270 to 450 damage to one enemy.
Gamma costs 18 PP and does a not bad 405 to 675 damage count to one enemy.
Omega is Paula's best attack in my mind. It only costs 28 PP and can do an awesome 540 to 900 damage to a single enemy. Also with the solidifying effect, it could be the best PSI attack.
PSI Thunder
This PSI attack can be used by both Paula and Poo. Poo can learn Omega, but Paula cannot.
Alpha costs a measly 3 PP but only does about 60 to 180 damage to a random enemy.
Beta costs a small 7 PP and can do the same damage amount, but has a chance of landing twice instead of once.
Gamma costs 16 PP and does between 100 and 300 when it lands. You have a chance of hitting an enemy 3 times.
Omega is a not bad PSI attack. It can do between 100 and 300 to a random enemy like Gamma, but has 4 chances of landing. So if your luck, you could do about 1200 damage!
PSI Flash
This PSI attack can be used only by Ness.
Alpha costs 8 PP and effects every enemy on the screen. Alpha can cause crying.
Beta costs 16, and effects every enemy. This can cause an enemy to feel strange.
Gamma costs 24 PP and can cause an enemy to feel numbness.
Omega is very cool. It costs 32, can hit every enemy, and can instantly destroy an enemy!
PSI StarStorm
This is the ultimate PSI used by Poo. It never misses.
Alpha costs 24 PP and hurts every enemy. It can do between 270 and 450 damage. Very effective.
Omega is his ultimate PSI. With a low amount of 42 PP needed, it can do bewteen 540 and 900! Very great!
RECOVER PSI ATTACKS
PSI Life-Up
This PSI can be used by Ness and Poo. Poo cannot learn Omega.
Alpha is an early PSI attack. It costs 5 PP and can heal a member of the group. About 75 to 125 HP.
Beta costs 8 and can heal a person between 225 and 375 HP.
Gamma costs 13 and fully heals any member of your group.
Omega is the greatest healing PSI of all. Heals are members o the party by between 300 to 500 each.
PSI Heal
This is a PSI attack that can cure Crying, SunStroke, Numbness, and more. Used by Ness and Poo. Ness cannot learn Omega.
Alpha costs 5 and cure a party member of SunStroke, A cold, or sleepiness.
Beta costs 8 and does everything Alpha does plus cures poison, nausea, crying, and feeling strange.
Gamma costs 20 and can cure numbness, unconciousness and can cure a diamondized ally.
Omega costs 30 and can fully revive an ally. Used only by Poo.
PSI Magnet
This attack can suck away an enemy's PP. Poo and Paula use it.
Alpha costs nothing and suck away an enemy's PP Points.
Omega costs nothing and effects ALL the enemies on the screen.
ASSIST PSI ATTACKS
PSI Shield
This can be used by both Poo and Ness.. Ness can learn Alpha and Gamma. Not Beta or Omega.
Alpha costs 6 PP and reduces damage by half.Effects one ally.
Beta costs 10 and reflects damage back at the enemy. Also does the same as Alpha. "Power Shield"
Epsilon costs 18 PP and efects everyone in the group.
Omega costs 30 and effects everyone in the group. "Power Sheild."
PSI Psychic Shield
This PSI can only be used by Paula
Alpha costs 8 and effects all allies. Reduces enemy's PIS attacks by 50%.
Beta costs 14 PP and effects all allies. The same as Alpha, but also reflects attacks back at enemy.
Epsilon costs 24 and effects all allies and shields everyone in the group.
Omega costs 42 and covers everyone in the group to a more protective barrier.
PSI Offensive Up
Used by Paula.
Alpha costs 10 and can raise an allies offense up during battle.
Omega effects all allies in battle. Raises the entire group's offense.
PSI Defense Down
Used by Paula
Alpha costs 6 and effects a single enemy. It lowers the defense.
Omega costs 18 and lowers the defense of all enemies on the screen.
PSI Hypnosis
Used by Ness to allow enemies to go nighty-night.
Alpha costs 6 PP and effects one enemy. It puts them to sleep.
Omega costs 18 and puts all enemies on the screen to sleep.
PSI Paralysis
Used by Ness
Alpha costs 8 and puts an enemy into paralysis. Very effective
Omega costs 24 PP and puts all enemies on the screen into paralysis.
PSI BrainShock
Used only by Poo
Alpha costs 10 and effects one enemy. Cause an enemy to feel strange.
Omega affects all enemies. Cause them all to feel strange.
PSI Teleport
Used by Poo and Ness to travel all over the world!
Alpha costs 2 PP and transports your group to anywhere you have visited before in the past.
Beta costs 8 PP and does the same as Alpha. But it takes little space and is easier to use.
