The evil queen of the Negaverse, she rules her realm with an iron hand and one great desire: control of the universe.
She tried to take it over 1000 years ago, but was turned away by Queen Serenity, but this doesn't mean that she is quiting. Now, a thousand years later, she seeks the universe again, and she is sending out her best warriors to gather energy from the humans of Earth to revitalize their ultimate weapon: the Negaforce (or Queen Metallia). However, the Queen meets stiff resistance in the Sailor Scouts and, one by one, her commanders are either defeated or executed for incompetence. Eventually, the Queen herself is left to defeat the Sailor Scouts, but a fully powered Princess Serena banishes her permanently.
