In front seat
This is Amy and ben. Ben is in the front seat. Even without an air bag it is safest to put kids in the back. He is 10 months old and forward facing but at the time there weren't any seats that went rear-facing to 30 lbs. She thinks the straps are in the middle slots. The chest clip is too low and the window shade could come off in a crash. The straps are tight though!
