If I saw a poor animal, bleeding and in pain, on the roadside, I would:
walk or drive by, thinking it is none of my business.
feel sorry and curse whoever inflicted the injury on the mute animal, but seriously, what could I do?
stop, note the whereabouts of the animal and from the nearest STD/PCO make a call to VCARE on 354825 reporting the case, and if I have the time, I would wait and keep a watch on the animal till help arrived.
