The chief is the leader of the police as her name suggests. She is the one who orders Wakagi around all the time. The third volume suggests that she does this, because she really likes him and maybe like the audience she enjoys the funny facial expressions that Wakagi makes.
The chief also has enormous respect for Sailor V, Ace and any other really cool super hero. She has a ditsy personality that is very complimentary to Minako's and leads them to be pretty good friends.
The Cheif is a refreshing change from the bumblinh police officers of other mangas since frankly it looks like the cheif doesn't care too much as long as someone else is doing the work.
