SPEECH BY YB. DATUK DR. FONG CHAN ONN, MINISTER OF HUMAN RESOURCES
OFFICIAL OPENING OF FLUOR DANIEL- KISMEC TRAINING CENTRE
KULIM HIGH TECH PARK, KEDAH

19 APRIL  2001

First of all I would like to thank KISMEC for inviting me to officiate this Fluor Daniel – KISMEC Training Centre and to witness the signing of the MOU between Fluor Daniel International Malaysia Sdn. Bhd. and KISMEC.

I wish to congratulate KISMEC and Fluor Daniel International for the ingenuity and creative effort in coming to a common understanding to develop a smart partnership through the establishment of this Fluor Daniel – KISMEC Training Centre.

I understand that Fluor Daniel – KISMEC Training Centre has become the first center in the Country to provide high purity training programmes such as orbital welding, PVDF high fusion welding, high purity gases, high purity chemicals and others for the needs of the wafer fabrication and semiconductor industries.

This new training trend is in line with the desire and objective of the Government when YAB. Dato Seri Dr. Mahathir Mohamad, our Prime Minister unveiled the next 10 years Third Outline Perspective Plan or OPP3 that has clearly identified that the manufacturing, services and agriculture sectors will provide the impetus for the economic growth. To compliment the growth and expansion of the manufacturing sector, the Government will continue to increase its investment in education, human resources development and intensifying skills training as well as enhancing productivity.

The Ministry of Human Resources will continue to ensure that our labour force in trained and retrained in new areas to meet the ever increasing and changing technologies.

Our workforce must all the time be sensitive, innovative, proactive and creative to ensure that Malaysia is able to sustain its competitiveness. Presently, the Ministry has introduced several training programmes such as WITS (Workers ICT Training Scheme) and other related training programmes to enhance the workers employability towards k-economy.

With regard to the KISMEC plan in introducing a certificate in wafer fabrication and semiconductor for school leavers who wish to take up career in wafer fabrication and semiconductor industries, my Ministry welcomes such a move and give the necessary assistance. I do hope this programme can also be introduced to existing production operators or other levels of workers in the electronics industries.

I would once again express my congratulations and gratitude to Fluor Daniel International and KISMEC for establishment this new center which will benefit not only the industrial sector in Kedah but also the whole nation.

Your training center will spur and generate others to venture into the new and exciting training field that would enable to meet the requirement to new and emerging technologies and industries.

Hence, I wish to conclude my speech by taking this opportunity to officially open this Fluor Daniel – KISMEC training center. Thank you.
