Shi, up close and personal
Shi is a nice and caring guy. He is gay, just like his twin brother, but as you can see, he prefers to tease Chi then guys. ;) Chi is more of the flirt (he gets that from James ;), while Shi is more realistic. He attends Umigeko like his brother and his close friend, Setsu. As Neo Oceanus, he is the same, but not as ditzy as his brother.

Oceanus WaterStar Power, Make up
Shi says this to transform into Neo Sailoroceanus.
He says this, raising his deep blue wand and bubbles
of water fly out of the wand and circle around him, a
blue mist follows, it covers his body and then the bubbles
of water swirl around more and then they touch his body
at once. A flash occurs and then he is in his sailor fuku.
He then does his stance.
Oceanus Water Stars Pulverise
This is Neo Oceanus' defensive attack.
He says this and clashes his ringlets together
and a huge tide of water appears in his hands,
it turns into stars of water and fly at his target,
soaking them to the skin. This attack can be
mixed with Neo Ganymede's making the attack
more powerful, but it is still powerful on it's own.
