Resolutions of Democratic Action Party, DAP, National Congress. The DAP held a National Congress on 5 September 1999. This was the last congress of the 20th Century, ending with 11 resolutions ranging from the breaking of the Barisan Nasonal (the ruling coalition) hegemony in the coming general election to East Timur.   | |||||||
| Since the 1995 general elections, there has been a groundswell of discontent and disaffection with Malays and Non-Malays having different manifestations. People have been unhappy with the 2-year-old economic crisis, the cronyism (not as bad as in Indonesia), the corruption, the wastage and the mismanagement. We believe that the coming general elections will be very different from those in 1995. We hope that the atmosphere will be conducive to the Opposition Briefly, the resolutions are to: Endorse the cooperation of DAP with other oppositon parties to break the Barisan Nasional hegemony to retore justice, freedom. democracy and good governance. Allow an independent observer mission to ensure that the coming general elections will be free, clean and fair; not the dirtiest elections in history as threatened by the Prime Minister. There should be equal access to the mass media for all political parties. Review the banking and financial sector and the ways with which mergers are brought about so that there will be enough cash in banking, transparency and accountability, getting rid of cronyism and nepotism. The people in the banking industry must not be shortchanged. (cut back on external borrowings and improve the disbursement of new loans to Small and Medum Industires, SMI, that will serve as the engine for recovery.) Increase the number of Chinese and Tamil primary schools in areas densely populated by Chinese or Indians, in order to ensure the right of the students to receive mother-tongue education. ( be fair to schools of all streams with fund allocation, teacher training, curricular designs, teaching materials such as computers and so forth; beef up surveillance and security of all schools; step up implementation of smart schools and ensure a world-class qualtity of education). Announce the source, the character and the mode of transmission of the virus causing the |
encephalitic epidemic (causing 105 deaths) especially after the establishment of a special centre and the assistance of local and foreign experts such as the Centre of Disease Control, CDC, USA. Demands that the interests of the Employees' Provident Fund, EPF, contributors be protected by ensuring that no shares speculation is made in the Kuala Lumpur Stock Exchange, KLSE, to boost shares prices or loans made to bail out mega projects by allowing the oppostion parties to be represented on the EPF Investment Borad. Endorse the 11 major issues on the Women Agenda For Change supported by 76 women's prganizations reflecting their commitment towards the ahievement of gender equality and sustainable development for women and men in Malaysia ( expedite amendments to all laws consistent with United Nations Convention to Eliminate All Forms Of Discrimination Against Women,CEDAW, 1995; amend Article 8(2) of the Federal Constitution). (Among other things) Relax the conditions for registration to encourage teenage students to organize thier own clubs or societies (abolish the Universities and Universities Colleges Act 1973). Publish daily Air Pollutant Index to let the public know that they are breathing clean air (establish Environmental Protection Agency, EPA; implement fully Environmental Impact Assessments, EIAs). (Among other things) Urge ASEAN to review its "Consultative Engagement" policy with Burma (Myanma) and replace it with the policy of "Constructive Intervention". Call on the Indonesian Gpovernment to stop the violence in East Timor and the immediate dispatch of United Nations peace-keeping force to safeguard security, law and order until the implementation of the independence vote.
