Mid-Term Review of the Seventh Malaysia Plan, 7MP.
Statement by Dr Tan Seng Giaw, DAP National Vice-Chairman and MP for Kepong on the Government's intention to review the implementation of the Second Industrial Master Plan (IMPII) with the aim of making it more relevant to the present economic situation a

Yesterday, Dato' Seri Rafidah Aziz said that the IMPII committee would review the progress of the respective sectors based on what had been achieved and what needed to be done. This is reasonable. I hope the committee does it successfully.

We realize that the economic crisis has affected IMPII. Meanwhile, the 7 MP was debated in Parliament in July 1996. It is nearly three years, past the mid-term review period. Naturally, the Government has been preoccupied with the economic downturn since July 1997. It may not be possible to deal with the mid-term review of the 7MP.

In October 1997, we asked the Government about the mid-term review.

It was dithering, replying that it would not do so.

Under the present circumstance, many objectives of the 7MP cannot be achieved because it has been based on the annual economic growth of 7%. For example, the public sector development estimate between 1996 to 2000 is RM34 million. Where does the Government find the money during this period.

All Malaysians must cooperate to overcome the economic dilemma. At the same time, we propose that the Government review and readjust to suit the time. It should review the 7MP as soon as possible. The austerity drive makes it difficult for anybody to use the 7MP as the yardsticks.

Dr Tan Seng Giaw
