There must be comprehensive review of the misuse of green areas in the whole country
Statement by Dr Tan Seng Giaw, DAP National Vice-Chairman and MP for Kepong on the call by the Prime Minister Dato' Seri Dr Mahathir Mohamad to give priority to landscaping. 4.2.202.

 
Yesterday, the Malaysian Prime Minister Dato' Seri Dr Mahathir Mohamad called for the property developers to give more priority to landscaping to support government efforts to make Malaysia a garden nation by 2005. This is reasonable. However, he must review all green lungs that are misused, making sure that all such lands are gazetted.

He made the call while launching the national landscapng day at the Esplanade in Kuala Lumpur City Centre.

"The success of such a programme would depend on the co-operation between individuals, private and public sector to participate in landscaping and beautifying projects," he added.

All Malaysians should work hard to make Malaysia a Garden Nation in Bloom. Nevertheless, the people would like to see effective enforcement of environmental laws and all local authorities must indicate that they mean business.

GAZETTE GREEN LUNGS

Some people encroach and destroy green lungs and water catchment areas. They only want to make money. They include a small number of corrupt officials. Without corrupt officials, how can unscrupulous people succeeed?

For example, the Kelana Jaya, Petaling Jaya, green lung, has been parcelled by previous Selangor State Government, leaving only a small area for a park and a stadium. How could that happen? Apparently, the land was not gazetted. Even if it were to be gazetted, a rapacious

government could still use it for purposes other than landscaping.

The Government intends to make Kuala Lumpur, our commercial capital, a world-class garden city of light. We should support this. Now, it would like to landscape Malaysia into a Garden Nation of Bloom.

Whether it is a world-class garden city of light or a garden nation of bloom, the concept must be accepted by all including civil servants. All local governments must take note.

I have told the Prime Minister in Parliament that there are many green lungs or empty lands in the country that have been trespassed by unscrupupous people such as erecting buildings for activities of political parties, usually component parties of the Barisan Nasional.
We have yet to see what he plans to do.

Would Dr Mahathir personally visit places showing encroahment instead of landscaping? He will find that along Kepong Road, entrance to Kepong Baru and other places, there are many activities such as hawker centres and second-hand cars display. How can the Kuala Lumpur City Hall approve a big hawker centre at the entrance to Jinjang North? What type of landscaping and traffic management is it?

We hope that the Government will review all green lungs that are misused and abused, making sure that there are effective measures for dealing with rapacious people and meaningful landscaping.
