We call on the Malaysian Government to review the effects of September 11 attack on the National IT Agenda and to announce the measures to overcome these effects.
Statement by Dr Tan Seng Giaw, DAP National Vice-Chairman and MP for Kepong on the Malaysian Information and Communications technology, ICT, after September 11. 27.12.2001.

 
Information and communications technology, ICT, and biotechnology are important to all nations. Some nations do better than the others. Malaysia is not the worse. Nevertheless, it is still lagging behind.

The Malaysian National IT Agenda focuses on human development and partnership of private and public sectors to create a knowledge-based society consistent with Vision 2020. It aims at a balanced development of people, infostructure and applications.

The agenda was formulated in better times. After September 11,
do we still stick to it?

INTERNET

The Government estimates that there are about 40 Internet subscribers per 1,000 population in Malaysia. This figure is low compared to countries such as Singapore. After September 11, are more Malaysians subscribing to Internet?

Just as telephone or

television, Internet will become commonplace. It is
another means of communications. Now, it gives an indication to the state of ICT in the country.

The National IT Council hopes to prepare Malaysians for the global ICT
environment. It talks about five strategic thrusts, namely, e-economy,
e-public services, e-community, e-learning and e-sovereignty.

We notice that all sectors of the economy are relatively slow in catching up with the global economy. The electronic services in Government have yet to function smoothly. Cultivating lifelong learning culture and building a resilient national identity take time.

The constraints in the economy affect the strategic thrusts. Hence, we hope that the Government review the National IT Agenda and show how it copes with the changing conditions.
