| The decline and fall of a country depends on many factors. These include stable society, reliable money system, orderly political change, adequate health system, good education system, employment opportunities, distribution of wealth, racial equality and care for the young and the old. How many more years can Malaysia survive? We do not know. Apart from the disappearance of empires or colonialist powers such as Egypt, Roman, Germany, Japan, Great Britain and Netherlands, countries such as Yugoslavia also vanish. Many races and religion came together in Yugoslavia; they have parted in tragedies. Since our independence in 1957, there is improvement in the country. If we want to continue to survive, then in additions to the above-stated factors, we must also maintain justice, truth, peace and tolerance. From July 1997, the value of the Ringgit suddenly plummeted 40 to 50%, causing economic crisis and suffering of the people. Clearly, factors such as a reliable money system are very important. Economic activities expand across national boundaries called globalization (global economy). But, a country with definite boundaries cannot globalize. As the market is open, there are speculations in foreign exchange and hedge funds. Every day, the total foreign exchange trade in the world is about U.S.$2 trillion and perhaps only five percent of which are due to real exchange of goods and services. Hedge funds are also in trillions of American dollars. The movements of these massive funds and the inherent weaknesses in our economy result in the devaluation of the Ringgit and the severe fall in the market. One way of stabilizing the currency is by foreign exchange (capital) control): to prevent foreign speculators from using mammoth funds to attack our currency. During this control period, the Government must draw up a timetable on how it proposes to eradicate the internal weaknesses such as corruption, bureaucracy, | favouritism and wastage. Meanwhile, every Malaysian must help to maintain a reliable money system. Urge the Government to review seriously all the laws to maintain security and stable society, consistent with the wishes of the people. In this multiracial society, Malaysians do not like to see the bloody break-ups as seen in the former Yugoslavia. Therefore, there must be racial tolerance. We need effective laws to ensure this tolerance and to avoid racial conflicts and blood shed. All Malaysians must always remember this. Some people express simply that as Indonesia does not have ISA, she cannot detain troublemakers without trial, resulting in chaos. On the other hand, Malaysia has ISA and she uses it to arrest instigators preventively, thus avoiding blood shed. Is it as simple as that? Increasingly more Malaysians are asking for openness, democracy, freedom, justice and truth. How do we avoid violence and achieve these objectives? Now, there are many draconian laws such as ISA, Criminal Procedure Code, Police Act, Sedition Act, Printing and Printing Presses Act. The Government should review these acts. Announce the new Kuala Lumpur structural plan In 1981, the Government made public the KL Structural Plan with local plans for the various areas. In the past 17 years, there has not been any announcement of the reviews of the plan. This is a mistake. In fact, the plan should be reviewed every three to five years and the reviews made known to the city folks. The national capital is developing rapidly. People from all over converge on the city. There are over one million people. During working hours, the number may be 2.5 millions. Three years ago, when Tan Sri Kamarruzaman Sharif first became Datuk Bandar, he said that he was going to review the structural plan. We hope that he will announce the new plan, so that city folks will know the directions to which the city develop.
