| . In a parliamentary democracy, there should be true separation of powers into Legislature, Judiciary and Executive. In Malaysia we would like to see the independence of all the three powers. Recently, the Sabah High Court Judge ruled that the 1999 Likas state seat election was illegal. He alleged that a top judge put pressure on him. Then, the retired Chief Justice Tun Mohd Eusoff Chin denied it. Acting Criminal Investigation Department director Datuk Ramli Yusoff said yesterday that he would interview Datuk Muhammad Kamil under Criminal Procedure Act Articles 208 and 219. Minister in the Prime Minister's Department Datuk Rais Yatim said that it was best to leave the investigations to the police and 'the lesser said the better.' We need to investigate the incident. If the police can succeed in finding the truth, it will be good. But, can the police fulfill the task using CPC? ROYAL COMMSSION Three years ago, the former Inspector-General of Police, | Tan Sri Rahim Noor assaulted the former Deputy Prime Minister Dato' Seri Anwar Ibrahim. The police investigated and failed until the Prime Minister Dato' Seri Dr Mahathir Mohamad agreed to form a Royal Commission. Therefore, we feel that the Government should set up a similar commission to get to the bottom of the incident. The people want the truth. Further, they suspect that there are phantom voters. They hope that the Election Commission is free to get rid of all phantom voters in the country. Earlier, DAP National Chairman Lim Kit Siang had proposed a Royal Commission. This was correct. In a parliamentary democracy, we have separation of powers, the Legislature, the Judiciary and the Executive. Nobody should interfere with the independence of each. If, in the telephone conversation two years ago, Yusoff Chin asked Muhammad Kamil to strike out the Likas election petition without a hearing, then it affected the independence of the Judiciary.
