Police and the Gatherings in Kuala Lumpur
Statement by Dr Tan Seng Giaw, DAP National Vice-Chairman and MP for Kepong on the parliamentary reports on police action and the gatherings in the capital by the Sun and the New Straits Times on 29 October 1998. 30 October 1998

 
On 28 October 1998, I made a speech in the Dewan Rakyat. The next day, the Sun on page 6 headlined: "Tan: Keep women, children away from demonstrations." I have been quoted as saying: "I am totally against such violence. I must say that the police have shown a high degree of professionalism in tackling the demonstrations." "I, however, believe that Rahim is professional in the performance of his duty and has a high degree of discipline."

The NST commented in its parliamentary reports quoting Dr Tan Seng Giaw as saying : "I am against such a show of violence. I must say that the police have shown a high degree of professionalism in tackling the demonstrators." "It was also not right for the demonstrators to get women and children to assist them."

I have received complaints about the quotations in the Sun and the NST, in particular the former. The report was partly right in that I am against violence and rioting because I believe in justice, truth, peace and tolerance.

I am faxing the verbatim report of the Dewan Rakyat, the Hansard, on the matter. On 28 October 1998, I said that the police claimed that (there were) rioting, Molotov cocktails and weapons; women and children were present. Those who gathered there counter-claimed that the police used force without provocation.

I said: " Mr Speaker, Sir, I do not know who is right and who is wrong. However, Y.B. Tanjung (Lim Kit Siang) has proposed setting up a Royal Commission of Inquiry to study the events including the claims about police brutality. I suggest that the police truly show their professionalism. Announce the findings of the investigation on the former Deputy Prime Minister's injury and charge whoever involved in court-whether the injury of the former Deputy Prime Minister was self-inflicted, accidental (falling) or beaten by someone. I do not know and many here do not know. But an investigation has been done and submitted to the Attorney-General. Here, I would like to stress once more that we must announce the findings of the investigation because (there are) many rumours now.

"Some say that the Inspector-General of Police Tan Sri Rahim Nor himself beat (up Anwar). Is it true? I do not want to incur an injustice on the IGP. Hence, I ask for the report on the investigation to be made public. If the IGP did not commit such brutality, we must spare him from the rumour because we believe the IGP must be disciplined, must have (high degree of) dignity (,and) must have genuine professionalism. This is the hope of Malaysian rakyat, (and) because of that we have to take action to solve this type of problem."

I hope that the Sun and the NST will help me in dispelling the perception of those members of the public who have complained against me as a result of the misquotations.

It is interesting to note that on the day when I spoke at length on the need for the Government to create a healthy and fresh

atmosphere for the mass media, my speech was twisted. However, I still insist that the Prime Minister Dato' Seri Dr Mahathir Mohamad practise the concept that the media make fair (just), balanced and truthful reports in the country as he would like international media to do likewise.

Tuan Yang di-Pertua, saya percaya kepada keadilan, kebenaran, keamanan dan toleransi. Saya tidak setuju dengan kekerasan dan rusuhan. Pada tempoh hari, kecederaan bekas Timbalan Perdana Menteri semasa ditahan dan kejadian-kejadian di Jalan Raja Laut, Jalan Tuanku Abdul Rahman, Dataran Merdeka dan Kampung Baru, Kuala Lumpur, telah mewujudkan kecemasan. Polis mendakwa berlakunya rusuhan, bom botol dan senjata; wanita dan kanak-kanak sengaja dikumpulkan. Orang-orang yang berhimpun mendakwa bahawa pihak polis mengamal kekerasan tanpa provokasi. Yang Amat Berhormat Perdana Menteri mempertahankan tindakan polis.

Tuan Yang di-Pertua, di dalam akhbar hari ini, Y.A.B. Perdana Menteri menolak dakwaan yang polis membangkitkan kemarahan perusuh di Kampung Bahru pada hari Sabtu lepas sehingga menyebabkan mereka mengganas. Beliau mempersoalkan mengapa perusuh-perusuh itu membawa bersama minyak petrol ataupun bom petrol, batu-batu dan objek-objek tajam. Hatta, jelas mereka mahu dihasut supaya mempunyai alasan, katanya.

Tuan Yang di-Pertua, saya tidak tahu siapa benar ataupun siapa tidak, itu tafsiran masing-masing. Walau bagaimanapun, Yang Berhormat dari Tanjong telah mencadangkan supaya Suruhanjaya Diraja ditubuhkan untuk mengkaji peristiwa-peristiwa tersebut termasuk dakwaan kekerasan polis. Saya menganjurkan supaya polis benar-benar menunjukkan profesionalisme. Umumkan penemuan-penemuan siasatan ke atas kecederaan bekas Timbalan Perdana Menteri dan hadapkan sessiapa yang terbabit ke mahkamah-sama ada kecederaan bekas Perdana Menteri buatan sendiri, ataupun satu kemalangan-terjatuh-ataupun dipukul orang. Saya tidak tahu dan ramai di sini tidak tahu, tetapi satu siasatan telah pun diadakan dan telah pun dikemukakan kepada peguam negara dan di sini saya menekankan sekali lagi kita perlu mengumumkan penemuan-penemuan siasatan itu kerana banyak khabar angin sekarang ini.

Ada yang mengatakan Ketua Polis, Tan Sri Rahim Nor sendiri yang memukulnya. Adakah ini benar? Saya tidak mahu melakukan ketidakadilan ke atas Ketua Polis Negara. Sebab itulah saya minta laporan siasatan ini diumumkan. Kalau Ketua Polis Negara tidak melakukan kekerasan seumpama ini, patut kita biarkan daripada hasutan khabar angin, sebab kita mempercayai bahawa Ketua Polis Negara mesti berdisiplin, mesti mempunyai martabat yang tinggi, mempunyai profesionalisme yang sebenarnya. Itulah harapan rakyat Malaysia. Sebab itu, perlu kita mengambil tindakan untuk menyelesaikan masalah semacam ini.
