The Standard of Malaysian Examinations--A need for review

Two days ago, Dato' Seri Najib announced the implementation of the open certification system for Sijil Pelajaran Malaysia, SPM, by the year 2000. He outlined 12 packages for Form V students to choose.

The Government intends to use the new system to achieve the Science and Arts ratio of 60:40.

We have always believed that there is an urgent need to improve the examination system. There must be effective assessment of students.

To implement the open system successful, the Education Ministry needs enough trained personnel and adequate mechanism. It must also review the standard of examinations.

There are good

and bad things in the present system. Education has become more universal. On the other hand, the Education Minister publicized projects such as single session schools and junior colleges. Subsequently, these were scrapped.

Although the Ministry insists that our examinations are good, it must reassess the standard. Every time Dato' Najib and his predecessors announced examination results, they have stressed the number of schools with 100% passes and the number of candidates with distinctions and the improvement. What is the meaning? One way of achieving brilliant results is to lower the level of pass marks.
