We Urge The Malaysian Government To Reduce Electricity Blackouts To A Minimum And To Refrain From Raising Electricity Tariff At Will.
Statement by Dr Tan Seng giaw,DAP National Vice-Chairman and MP for Kepong on the appointment of Datuk Dr Jamaludin Jarjis as the new Tenaga Nasional Berhad, TNB, chairman. TNB is the main power supplier in Malaysia.

 
Congratulations to Jamaludin for the appointment. We have known each other for a few years. I hope he will narrow the gap between his word and deed.

He says: "My first responsibility is to ensure that there is greater transparency and accountability as well as good governance in TNB so that the running of the company would be placed under greater scrutiny.

"Secondly, it is to ensure that both domestic and industrial customers receive good service.

"There is a need to ensure there is sufficient resources, and reliable delivery system and distribution of electricity."

We shall remind him of transparency, accountability, good governance, good service, sufficient resources and reliable delivery system and distribution of electricity.

Meanwhile, the virtual monopoly of TNB makes it difficult for people to voice their difficulties and to get the company to improve on the quality of its service.

Early this year, I

spoke in Parliament on power generation. Jamaludin was there. I did know whether he listened.

I asked whether the difference between the capacity of 14,996 MW and the peak demand of 10,679 MW was enough to prevent a major blackout. A nationwide outage occurred on 3 August 1996, affecting 4.3 million consumers. Then, small blackouts happen frequently such as in Jinjang and University Garden, Petaling Jaya.

TNB should reduce outages to a minimum consistent with international standard.

Then, it should examine (1) the lack of meaningful coordination between agencies including TNB and independent power producers, IPP.

(2) the standard of all equipment such as protection delay. Do we accept 0.5 second or 2 seconds standard? The 3 August 1996 or the Black August was related to the lack of standard and coordination.

(3) the balance between gas and steam turbines. What is the Government policy on the types of turbine?
