Call For More Effective Laws Against High Tech Crimes More Like ATM Teft Speech by Dr Tan Seng Giaw, DAP National Vice-Chairman and MP for Kepong on the illegal withdrawals of automated teller machine, ATM, on 12 April 2000.   | |||||||
| Recently, there have been a series of illegal withdrawals from automated teller machine, ATM, of banks such as Ban Hin Lee, BHL, Malayan Banking and Bank Simpanan Nasional, National Savings Bank. Apparently, there were 323 reported cases of unauthorised ATM withdrawals from BHL bank in Penang, amounting to RM500,000. ATM system shoud be safe for customers. Why are these high tech crimes occurring in Malaysia? Some people are misusing their talent to commit crimes against society. Can Bank Negara (Central bank), individual banks and police deal with them? On 11 April 2000, Penang State Crimes Investigation Department Chief Superintendant Omar Idris said that the security system in the bank was tight and systematic. He believed that a syndicate was involved, not insiders. Bank Negara has since issued directives to make amend such as tightening security for ATMs in all banks. This is a start. There are not |
many reports on serious ATM thefts in other countries. Perhaps, their mass media are not aware of them. Where God has his church, the devil will have his chapel. High technology is meant for the good of the people. Some people use it for crimes. Do they use micro camera or other sophisticated equipment to obtain pin numbers from unsuspecting customers? Do they have complicated computer technology? It is strange that the syndicate is concentrating on one or two banks such as BHL. Is it just testing the water? Will it strike other banks? Bank Negara, individual banks and police have not had effective system to handle increasingly high tech crimes such as the illegal ATM withdrawals. The people are scarcely aware of the danger. There is an urgent need of more stringent laws to deal with these high tech crimes effectively. At the same time, we must always be cautious about the more laws, the more offenders.
