| Recently, the prospective merger of American Online and Time Warner combines news and entertainment services with Internet capabilities. This is a New Media, reaching televison sets, personal computers, handphones and pagers. If this merger succeeds, it is worth US$350 bilion (RM1068.6 billion). The total annual revenuesof Malaysia are over RM60 billion and her annual budget is over RM75 billion. Thus, the move, if successful, revolutionises the media and entertainment industries. Other companies will follow the footstep. Although since 1996 the Malaysian Government has spent about RM4 billion on the information technology, IT, such as Multimedia Supercorridor, IT human resources, telecommunication infrastructure and e-commerce, |
the country still lacks behind on IT. The Government would have to come out with its policy and laws on the convergence of Internet and traditional media. Hitherto, legislations such as Digital signature Act 1997 and Computer Crime Act 1997 are not good enough to deal with the New Media. Other laws like Digital Television Act must be promulgated to cope with the new development. The emergence of the New Media not only has sent IT shares soaring in the stock exchange, it has also caught the Government wrong footed. We have to speed up all the IT projects such as the training of IT human resources, smart schools, electronic government and multipurpose cards. There is a need for a comprehensive policy on the New Media in Malaysia.
