Allocate At Least RM80 million For Flood Mitigation In Kuala Lumpur Statement by Dr Tan Seng Giaw, DAP National Vice-Chairman and MP for Kepong on the flash floods in the Federal Territory of Kuala Lumpur. 19.12.1999   | |||||||
| On 18 December 1999, the Datuk Bandar of Kuala Lumpur, KL Mayor, Tan Sri Kamaruzzaman Shariff, said that he was not satisfied with the recurrence of flash floods in the capital. He hoped that all concerned would fulfil their responsibility so that we could achieve 'zero flooding'. The Mayor has a point. Several factors cause floods such as earthworks, inability of the KL City Hall, KLCH, to complete projects and the dumping of rubbish into drains and rivers by some city folks. Rivers that flow into KL originate from Selangor state and go back to the state downstream. Many flood mitigation projects since 1973 have not been completed, in particular those in Selangor. The Government must let us know the true reasons for the weakness. Many areas are prone to flooding. For example, Jalan Jambu |
Jerteh and Jinjang New Town, Jinjang South and the areas near the Jinjang North Secondary School are flooded from time to time. We wish the KLCH complete the projects such as the monsoon drain project between Kepong Central and Jinjang New Town; this requires at least RM2 milion. Although the Mayor mentioned the annual allocation of about RM10 million for flood mitigation in KL, the total sum for 1999 is over RM110 million; this includes allocations for federal projects. The Federal Irrigation and Drainage Department as well as the Drainage and River Management Department, KLCH, must make the best of this allocation. We hope that the 2000 City Hall budget will allocate at least RM80 million for flood mitigations. KLCH must increase its efficiency so that all projects are completed in time.
