Follow The Prosedure To Present The Contingency Bill in Parliament
Statement by Dr Tan Seng Giaw, DAP National Vice-Chairman and MP for Kepong on 14 December 1999.

 
The 10th Parliamentary Election concluded on 29 November 1999 following the nomination on 20 November 1999. The campaign period coincided with the rainy season. There were one-sided media reports of the Barisan Nasional, the National Front, campaign with scarcely any positive Barisan Alternative, BA, the Alternative Front, news.

Truly, the general elections were one of the dirtiest with the BN concentrating on making the non-Muslims believe that DAP was cooperating with PAS to form an Islamic State while telling the Muslims that PAS cooperating with DAP against an Islamic State. This worked with the non-Muslims but it did not with the Muslims.

The BA won 44 parliamentary seats while the BN obtained 144 seats. DAP Chairman Dr Chen man Hin, Deputy Chairman Karpal Singh and Secretary-General Lim Kit Siang lost. DAP won 10 seats, one better than in 1995. UMNO lost over 20 parliamentary constituencies and PAS retained the Kelantan State and captured the Terengganu State.

Although the Prime Minister hailed the victory with the two-third majority, he realizes that the malay heartland has lost confidence in UMNO and that many Chinese voters supported BN. He

has had much musing in forming his Cabinet.

The new Cabinet is only meeting on 15 December 1999. It has not made a decision on the date of the first parliamentary meeting or on presenting the contingency bill to deal with the 2000 budget which was null and void after the dissolution of parliament on 11 November 1999. The budget was presented in October this year. While the debate proceeded, the Prime Minister dissolved parliament.

Dr Mahathir has not followed the procedure by announcing the date of the parliamentary meeting on 20 December 1999 and the presentation of the 2000 budget for debate in parliament. This can only be made after the meeting of the Cabinet on 15 December 1999.

As the Malaysian financial year ends on 31 December 1999, there is no question of presenting the 2000 budget again at present. It takes over two months for the debate. What is needed is a contengency bill under Article 102 of the Federal Constitution to allow for part of the budget allocations for the next few months before a new budget can be presented early next year.

We hope that the Prime Minister follows the proper procedure with transparency and accountability.
