I have more questions than comments. Where and when was this picture taken, who are the other two men, and what are the men doing/building?

I am not Sure who the other two men are or what year it was taken.. My guess is that it was some of Thomas's CCC buddies. Thomas was Part of the CCC.. He also helped with the building of the Savage River Dam in Garrett County MD.. This might be what they are doing, but not sure.
