"A Champaign resident witnessed public indecency in an alley on the 600 block of Elm St., Champaign.
The victim was inside her residence when she noticed a flashlight being shined on her from outside. When she looked outside her window, she observed the suspect shining a flashlight on himself while he masturbated.
Arrested in connection with the incident was Marshall Suess, 51, of 809 S. Fifth St., Champaign."
The crime occured, the authorities participated, the woman fled to florida, the case was dropped.
