     1/2           cup  mayonnaise, imitation, no cholesterol -- reduced fat
  1         tablespoon  onion -- minced
  1           teaspoon  dried whole basil
     1/2      teaspoon  garlic powder
     1/2      teaspoon  paprika
     1/2      teaspoon  pepper
     1/4      teaspoon  dry mustard
                  dash  crushed red pepper
     1/4      teaspoon  chili powder
  8             ounces  nonfat cream cheese -- softened
  1                cup  ketchup -- no salt added
  1           teaspoon  horseradish
  1         tablespoon  lemon juice
     1/2      teaspoon  hot sauce
  4 1/2         ounces  small shrimp -- drained
     3/4           cup  green bell pepper -- diced
                        
Combine first 10 ingredients in a bowl; stir well.  
Combine ketchup and next 3 ingredients in a bowl; stir well. 
Spread cream cheese mixture in bottom of a 4-cup shallow plastic container; spread
ketchup mixture evenly over cream cheese mixture.
Top with shrimp and bell pepper. 
Cover and chill until ready to serve.
Serve with Triscuit crackers.
