Here's what I think happened: The deer whistle fell off the right side of the bumper, which made the left whistle ineffective (read the package they come in). Bam! One night, Toyota hits deer. Neither deer nor Toyota is damaged too much. They both leave the scene on their own.
While examining the front end, the owner realizes that the hood won't stay shut. So, they whip out a roll of duct tape and secure the hood. Or so they thought. Now this next part is tricky, so I think It could have gone one of two ways: either the owner was sick and tired of peeling and re-applying every time they needed to check the oil or add washer fluid, or there was a frightening incident on the highway where the duct tape was no longer able to hold the hood closed. End result: the owner finally resorts to getting hood pins (which you can barely see). However, the duct tape scars remain.
