A long time ago individual travel to Washington, DC, was time consuming and expensive. Therefore, it was more practical for a community of citizens to voice their majority legislative opinion via a single representative. From the infancy of American democracy to the days of flower children, this system would stand as the best method for democratic balloting. Today, however, there can be a much more efficient representation of majority preference concerning each new piece of proposed legislation; whether federal, state, county, or local. In pure democratic fashion, each individual citizen can express his/her personal electoral choice by voting by home computer, or official polling place computer; all via the internet. This refined balloting system would fulfil the purpose of the “majority rules” ideal, and free elected representatives to better focus on critical national and international issues. The new process would allow the combined Congress to submit new legislation for public scrutiny. New submissions could be posted by noon on Monday, to be considered by the general public for five business days. Official balloting occurs eight days later, on Tuesday. The official data base is located at a federal site, but access is handled within each state, within each county, within each city, within each district, within each precinct. The total votes cast will determine the passage or denial of new legislation. Every resident of every neighborhood will have the ability to cast his/her vote on every piece of new legislation. All new proposals will be posted singularly, rather than tied to other new proposals. Each proposal shall be numbered, as will each voting citizen. An immediate record shall be generated, stored, and recorded noting voter number in cooperation with legislation number, and the vote cast. This makes these three items verifiable in case the need arises. A receipt is generated upon the “cast” of the ballot. The precinct office will maintain the precinct data base for voting, and the gathering of information for new proposals, reflecting the needs and concerns of those citizens within that precinct. Each citizen has the right to submit concerns and new proposals. Each new proposal is posted, just as national proposals, only to be voted upon by members of that particular precinct concerned. Passage at the precinct level sends the proposal to the Representative, in Washington, DC, where the proposal is presented to the Federal Legislature, or referred to the specific State or County government, for public presentation. Those elected representatives shall represent their constituency by reporting the documented choice of their precincts to the federal legislature, concerning the vote of each new proposal. Then they shall make available to their constituency, any and all information concerning that legislation, gathered in their capacity of office. Information shall be made available for every citizen represented in each precinct, whether printed or online Where there is no suitable home computer, there will be provision made at the precinct office, taking into account the total number of voters versus number of computers required to accommodate the total number of balloters expected to utilize the facilities. Many Americans have never realized governmental representation at any level of government. For the first time in human history, we may all express an equal voice in the development of our community’s structural growth. One person, one vote. Since there are standing allocations, specifically designed for the homeless and the hungry, there should be a better utilized system to guide these future employees into their next employment position. There are federally controlled real estate sites, allocated by classification, and maintained regularly, with a non-recipricating income: National Forests, Parks and Recreation, Beach Authority to begin. With the use of manufactured apartments, cubical dwelling…multiple units could be designed to operate independently or interchangeably. Since the overall size and outer structure are pre-designed, the only real differences per compound number, was the internal design of the creatively combined apartment units. These unit are molded with minimum contact required for production, delivery, and assembly. The placement of such structures (…some “structures” get not only an allocation, but also a massive tax break) could prove useful to the community in settling the moral conflicts of the care and housing of the needy. The plan is simple Let the production of structure begin, at the benevolence of all who would assist. Consider well the under utilized workforce living well under the fiscal Economic Status Quo. Utilize the untapped years of learning as they lived. What they have learned can be measured, categorized, and mapped. Let those who have fallen away from good fortune, find this project a way to literally “build” a life, first by assembling the structure, then by inhabiting it’s units. Selection of applicants will flow through the local/regional State Employment Sector, in direct cooperation with local shelters, Missions, and nourishment facilities (Rest Stops). The priority of completion is placed on the ‘dwellings’ portion of the structure. Therefore, knowing the initial patterned placement of the units helps to determine the course of construction. It is built upon the confidence of a nation, the strength of a “philosophical discipline” that anticipates the pitfalls of this millenial moment in society. The course of this transitional moment of development, will begin at our best moment, leading us directly to The First Human Leap. With the completion of each unit there grew a sprig of hope for one more pilgrim soul. Selling the structures wasn’t the problem; due to the tax breaks alone, large sums of money poured into the construction fund. The true challenge had to be recognized from the outset: there are millions of souls who desire, what they believe to be, a better way. If each soul contributes to the work and life of a structure or unit pattern, that soul shall be free to inhabit a unit in, and therefore be a component of that structure. Such entitlement shall guarantee a permanent address, power, water, and central heat and air conditioning. Selection, as a fair method of creating official applicants, was called into question. A change to a more even system was placed in use. The more immediate the service required, the more quickly the applicant is considered. Processing would then begin. Attract those who still seek to be a productive members of the community. After the construction of the housing structure, there should be immediate commencement of construction upon the next item of this manufactured community: the mallry The mallry is the place of all business, therefore no currency is needed anywhere else. Since all inhabitants of the structure, also work in the mallry, then accounts are always accessible to those unit holders. As a unit holder, you have complete access to the mallry at all times. Within these limited access borders, a unit holder need only be concerned with the others of that structure; perhaps even limited to the conglomerated structure (combination pattern). This creates the first neighborhood, These communities are categorized by mallry product, or community industry. The popularity of such an arrangement grew to an enormous system of communities throughout the United States Mexico, and Canada. Artist compounds, merchant associations, travelers groups… anyone who had a notion found their way into the compound system.
