We the undersigned, call on all leftists, whether groups, parties or independents, to adopt this provisional document with the aim of urgently beginning the process of drawing together all those fighting for a just and equal society into a common organization.
نحن الموقعين ادناه، ندعو جميع اليساريين، مجموعات، احزاب او مستقلين لإتخاذ هذه الورقة كورقة تأسيسية لهدف جمع كل من يناضل من اجل مجتمع عادل وحر في منظمة واحدة.
We accept that this document is only temporary and subject to discussion, alteration or approval at a national conference to be organized as soon as feasibly possible.
إن هذه الورقة هي مؤقتة ومطروحة للنقاش، التعديل او الموافقة عليها في مؤتمر وطني، يتم التحضير له في اسرع وقت ممكن.
Comrades, brothers and sisters, As we enter the 21st century we find the world in a dangerous and perilous state. The drums of war are sounding across the Middle East, Israel continues its oppression of the Palestinians and in every corner of the world ordinary people are suffering the ravages of oppression, poverty, misery and hunger.
أيها الرفاق، الاخوة والاخوات، ونحن ندخل في القرن الواحد والعشرون نرى العالم في حالة خطيرة وبعيدة كل البعد عن الاستقرار. طبول الحرب تقرع في الشرق الاوسط، إسرائيل تكمل جرائمها بحق الشعب الفلسطيني، وفي كل زوايا العالم تعاني الشعوب من اثار الطغيان، القمع والفقر والتعاسة والجوع.
Our world is hurtling towards environmental disaster and the clock on our very future is ticking.
عالمنا يتجه نحو كارثة بيئية وإن مستقبلنا مهدد بشكل جذري.
Around the world neo-liberalism is running wild, trampling millions in the drive for profit. This drive benefits the few at the expense of the majority.
في جميع اقطار العالم تدوس السياسات النيوليبرالية على الملايين من الناس في سعيها الابدي نحو الربح، و تستفيد من هذه الارباح اقلية رأسمالية وذلك على حساب الاكثرية.
There is, however a rising resistance in hundreds of demonstrations and struggles. This resistance is taking the form of anti-globalization and anti-capitalist struggles.
ولكن هناك مقاومة تنشئ من بين مئات التظاهرات والصراعات؛ هذه المقاومة تأخد شكل نضال مناهض للعولمة والرأسمالية.
The world has changed in another significant way, the problems and questions that divided the left for the last 70 years are no longer relevant. Although there are still many different views and analysis, our basic principles are common: “A better world is necessary”
لقد تغير العالم بشكل جذري، المشاكل التي قسمت اليسار في السبعين عاماً الذين سبقو لم تعد اساسية، ورغم إن هناك العديد من وجهات نظر والتحاليل، مبدئنا الاساسي هو مشترك " إن عالماً افضل هو ضروري"
Therefore we call on all like-minded people to join us in our common goal to bring collect our forces into one organization.
لذا ندعو كل من يتفق معنا في المبدأ للإنضمام في سعينا المشترك لجمع قوانا في تنظيم واحد.
We call for the unity of the left. ندعو الى وحدة اليسار.
Goals الاهداف ـــــ
1. We believe that the present system, internationally and locally does not meet the real needs of ordinary people. Instead this system serves only a minority.
نعتقد بأن النظام الحالي، محلياً وعالمياً لا يتوافق ولا يمثل الحاجات الحقيقية للناس؛ في المقابل إنه لا يخدم سوى اقلية صغيرة من المجتمع المحلي والعالمي.
2. We believe this system creates injustice, inequality, oppression and environmental damage.
نعتقد بأن هذا النظام لا يولد سوى الظلم، القمع ويطهد العدالة والمساواة، بالإضافة الى الاضرار البيئية.
3. We aim therefore to work for the creation of a society that provides for the needs of the majority, based on the democratic common ownership and democratic control of the key sectors on the economy. A system based on social and economic justice and ecological sustainability.
لذا نحن نهدف من خلال عملنا الى إنشاء مجتمع يتجاوب ويؤمن حاجات الاكثرية، مبني على اسس الملكية الديمقراطية المشتركة، والسيطرة الديمقراطية للقطاعات الحيوية في الإقتصاد. نظام مبني على العدالة الإجتماعية والإقتصادية والتوازن البيئي.
Definition تعريف
a. We seek to create an organization that brings together all leftist groups and independents to work together. نسعى الى إنشاء منظمة تجمع جميع المجموعات اليسارية والمستقلين للعمل معاً.
b. We recognize that the diversity of groups and individuals is part of a rich tradition of plurality of the left. We see this as a positive situation. Moreover we believe that all the diverse groups are better served if they were part of an organization that seeks to draw together all common positions, yet gives space for differences. نعتقد بأن تمايز وتعدد المجموعات والمستقاين هو عنصر غنىً في اليسار ونراه عنصراً إيجابياً. ولكن نعتقد ايضأ بأن هذه المجموعات المتعددة تكون افضل حالاً إذا كانت ضمن منظمة واحدة تجمع كل المواقف المشتركة ولكنها تسمح بالإختلاف.
c. This organization is a platform model it allows groups, organizations, independents, to maintain and campaign on their political positions, but also raise all common positions to a national and international level. هذه المنظمة عبارة عن إطار تنظيمي، يعطي الحق للمجموعات، التنظيمات او المستقلين للحفاظ وعرض مواقفهم السياسية، ولكنها تلتزم الى رفع جميع الطروحات المشتركة على المستوى المحلي والعالمي.
d. We recognize that all established political parties do not represent the real needs of the ordinary people. These parties have rejected all democratic means to alter their current direction from within. نعتقد بأن جميع الاحزاب الحالية لا تمثل الحاجات الحقيقية للشعب.إن هذه الاحزاب رفضت كل الوسائل الديمقراطية لتغيير موقفها وخطابها من داخل الحزب.
e. We aim to build an alternative based of real democratic control and accountability that represents the wishes of the majority, and strive to build an organization that can truly represent the interests of the majority of the people.
نأمل الى تأسيس يساراً بديلاً مبني على اسس ديمقراطية صحيحة وإلتزام حقيقي يمثل الاكثرية؛ آملين ان تصبح هذه المنظمة تمثل مصالح وآمال اكثرية الشعب.
f. The Left Alliance, based on accepted principles, is open to all individuals and organizations who support the aims of the alliance and agree to join in working together in a non-sectarian (political & religious), co-operative and positive ways.
الإئتلاف اليساري، مبني على مبادىء ثابتة ومتفق عليها تمثل كل من فيها، وإن الإئتلاف اليساري هو منظمة مفتوحة لجميع المستقلين، المجموعات، والتنظيمات التي تدعم مبادىء الإئتلاف وتقبل ان تتعاون وتعمل معاً بإيجابية وبدون اي طائفية سياسية او دينية.
Statement of Aims
1. The Left Alliance will work towards fundamental social, economic, political, ecological and cultural change: - To organize society in the most open, democratic, participative and accountable manner possible. - To campaign for the freedom of the individual commensurate with the freedom of others. - To campaign for the abolition of sexism, racism, homophobia, discrimination against people with disabilities and age. - To campaign against all forms of economic exploitation and social oppression and secure for people the distribution of the wealth in society by means of common ownership and democratic control. - To campaign for justice and against tyranny, prejudice, and the abuse of power.
إن الإئتلاف اليساري سوف يعمل على تغيير جذري في القطاع الإجتماعي، الإقتصادي، السياسي، البيئي والثقافي: - تنظيم المجتمع في النموذج الأكثر إنفتاحاً، والاكثر ديمقراطية، مجتمعاً متعاوناُ، مسؤولاً وملتزماً. - الحرية الفردية حيث لا تتعدى على حرية الآخرين. - مواجهة وإنهاء جميع اشكال التمييز الجنسي، التمييز العنصري والتمييز ضد الاشخاص ذات الحاجات الخاصة والتمييز في إطار العمر. - إنشاء ودعم الحملات المواجهة لجميع اشكال الإستغلال الاقتصادي والظلم والقمع الإجتماعي – وسعى الى توزيع عادل للثروات على اسس الإشتراكية والحكم الديمقراطي. - إنشاء ودعم الحملات من إجل العدالة وضد السيطرة الطغيان وضد الشوفينية وإستغلال السلطة.
2. This change can only be achieved through the ultimate involvement of the majority of people.
هذا التغيير لا يمكن ان يتم إلا بمشاركة أغلبية شعبية.
3. The Left Alliance will campaign for change in every sector of society: communities, work place, colleges/schools
إن الإئتلاف اليساري سوف يعمل من خلال حملات من اجل التغيير في جميع قطاعات المجتمع: الوحدات الإجتماعية/المناطق. مراكز العمل. الجامعات/المدارس/المعاهد.
4. We aspire to support, encourage, initiate and organize all efforts to secure change through every channel available to us.
نلتزم بدعم، تشجيع، إنشاء وتنظيم الجهود لتأمين التغيير وذلك عبر جميع الطرق المفتوحة لنا.
5. We will also provide support and solidarity to those involved in opposition to any injustice and oppression and also to support all genuine campaigns for social, political, cultural and economic justice.
نلتزم بأن نتضامن وندعم كل من هم في مواجهة الظلم والقمع والإستغلال – ونتبنى دعم جميع الحملات الصادقة من اجل العدالة الإجتماعية، السياسية، الإقتصادية والثقافية.
Meeting rules - members and committee meetings قوانين الإجتماعات – الاعضاء وإجتماع اللجنة التنفيذية
1. All decisions of the organization shall be decided by a simple majority
كل مقررات المنظمة تقر بأغلبية النصف زائد واحد.
2. Any member of the organization can put forward a subject or proposal to be considered by the meeting. The member simply has to instruct the chair before the meeting starts for the item to be included on the agenda
يستطيع كل عضو من اعضاء المنظمة ان يطرح موضوعاً او مشروعاً ليناقش ضمن الإجتماع. فيجب على المقترح فقط ان يعلم مدير الجلسة بالموضوع قبل بدء الإجتماع، ليضاف على برنامج الجلسة.
3. Meetings shall be run by a chair and secretary (to take minutes) The chair has no voting rights or the right to contribute to the discussion. The role of the chair is to facilitate the running of the meeting and ensure a fair debate
تدار الإجتماعات من قبل مدير الجلسة وكاتب لتدوين المحضر. لايحق لمدير الجلسة بالتصويت او بالمشاركة في الجلسة. دور مدير الجلسة هو تسهيل مجرى الإجتماع وضمان نقاش عادل.
اللجنة التنفيذية
1. The founding meeting will elect a steering committee, numbers to be decided, tasked with implementing the decisions of the meetings
تنتخب لجنة تنفيذية في الجلسة التأسيسية، يحدد عدد اعضائها لاحقاً، ومهمة هذه اللجنة تنفيذ مقررات الإجتماعات.
2. The committee members are officers of the organization and thus have no voting rights within general meetings.
لا يحق لمن هو في اللجنة التنفيذية التصويت ضمن الجلسات العامة.
3. All officers are recallable
يحق لأعضاء اللجنة ان يعاد إنتخابهم.
4. The committee has to be re-elected every month
تجرى الإنتخابات من اجل اللجنة التنفيذية شهرياً
5. Any member can propose themselves for the committee
يحق لجميع الاعضاء ان يترشحو لأي منصب في اللجنة التنفيذية.
6. The committee must represent the views and groups of the organization
لا تمثل اللجنة التنفيذية سوى اراء واعضاء المنظمة.
7. The committee has no right to formulate policy independent of the meetings
لا يحق للجنة بإقرار اي سياسة بمعزل عن الإجتماعات.
8. Decisions on the committee are decided by majority voting
مقررات اللجنة تقرر بتصويت الاكثرية
9. All committee meetings must take minutes and make these available for all to see
يجب تدوين محاضر جميع إجتماعات اللجنة ويجب ان تكون المحاضر متوفرة لدى الجميع.
10. The committee shall publish a weekly information bulletin
على اللجنة ان تنشر تقريراً اسبوعياً.
11. The committee shall publish a discussion bulletin
على اللجنة ان تنشر تقريراً اسبوعياً عن النقاشات.
12. The committee must appoint a members’ officer to adjudicate in any disputes between members that are non-political. The officer has no voting rights within the committee
على اللجنة التنفيذية تعين مدير اعضاء ليحكم في اي نزاع غير سياسي بين الاعضاء. هذا الاخير لا يحق له التصويت داخل اللجنة.
حقوق الاعضاء
All members have the following rights: يتمتع جميع الاعضاء بالحقوق التالية:
1. The right to take part in the selection of candidates at all levels
الحق في التصويت للمرشحين عن جميع المناصب.
2. The right to put themselves forward as candidates for selection
الحق في الترشح لاي منصب كان.
3. The right to take part in the formation of policy at all levels
الحق في المشاركة في تقرير السياسات على جميع الصعد.
4. The right to hold all officers or representatives to account through democratic mechanisms
الحق في اشغال اي منصب او صفة تمثيلية ضمن إطار ديمقراطي.
5. The right to freedom of opinion and expression
الحق في حرية الرأي والحق في التعبير عنه.
6. The right to write for, sell or distribute publications
الحق في نشر، بيع او توزيع المنشورات.
7. The right to information about all activities and decisions
الحق في معرفة كل ما يتعلق بالنشاطات والمقررات.
8. The right to establish short-term or long-term political platforms on whatever political basis members see fit
الحق في إنشاء تيارات سياسية على اي مبدىء سياسي يتناسب مع اعضائه وإن كانت تيارات مؤقتة او طويلة المدى.
The requirements of membership متطلبات الإنتساب
1. Support the work of the organization
دعم مقررات وعمل المنظمة
2. Behavior in a democratic and co-operative manner
التصرف بديمقراطية وبتعاون.
3. No racist, sexist, homophobic or discriminatory behavior
يمنع كل تصرف استحوذ على اي نوع من التمييز العنصري، الجنسي وما الى ذلك من انواع.
4. Payment of the relevant membership fee to be decided
دفع قسط الإنتساب السنوي (يحدد لاحقاً)
5. Members must organize themselves into local groups wherever possible
يجب على الاعضاء ان يشكلو انفسهم في مجموعات محلية اينما وجدو. |
