Noise Reductions is a very mysterious group to say the least. they haven't yet disclosed any personal information about themselves, nor have they performed live yet to date. they use many instruments, but have yet performed any vocals on their recordings.
To call them a "band" would be pretty general. they're really more of an avant garde noise experiment. artists if you will. they use sound as a form of expression, to create interesting compositions that they say "hopefully will make the listener think".
Their first and only album available so far is a study of suicide. it's mostly just walls of noise that they've said is supposed to set a mood or feeling.
